進入反核》廢核團體聲明 「不要核電，絕不妥協！」

〔即時新聞／綜合報導〕「台灣不要核電，人民可以決定自己的未來！」全國廢核行動平台發起「停建核四、還權於民」反核大遊行，下午3時許，主辦單位初估現場已達5萬餘民眾，走上台北街頭強調廢核理念。
全國廢核行動平台表示，今日的反核遊行路線將從凱達格蘭大道開始，依序是公園路、襄陽路、館前路、忠孝西路、公園路、青島東路、中山南路，最後再回到凱道。全國廢核行動平台也於臉書（Facebook）貼出聲明，完整、清晰的表達訴求。
聲明指出，核電不只無法帶人民走向美好的未來，甚至是沒有止盡的威脅與夢靨。全國廢核行動平台認為，反核是一個簡單而深刻的信念，是作為一個能源使用者的自制，也是對人類生活與生態系統的反省，呼籲民眾上街聲援。

反核，是一個簡單而深刻的信念，是作為一個能源使用者的自制，也是對人類生活與生態系統的反省。過去許多人曾迷信核能科技，以為核能可以帶給我們無窮的發展與未來。但過去世界上幾次無法收拾的核災，重擊了這個樂觀的信心，讓越來越多人發現，核電不只無法帶我們走向美好的未來，甚至是個沒有止盡的威脅與夢靨。
“No Nuke” is based on a simple yet profound belief: we as energy consumers should self-restrain from plundering this fragile ecosystem upon which our lives depend. The discovery of nuclear energy once brought many to believe in unlimited growth and a prosperous future. Yet, disasters in Three Miles Island, Chernobyl, and Fukushima smashed this false hope. More and more concerned citizens worldwide come to a realization that nuclear power is not our savior but an endless nightmare.
所以，越來越多覺醒的人民要求終結核電。
The Taiwanese people are no exception. Over the past thirty years, the demand to stop building nuclear power plants and phase out the existing ones has been raised again and again, and the voice has become louder and stronger.
這一路並不好走，在歷史與政治的夾縫中，顛沛起伏。從許多反核運動前輩開始，一直到目前這個世代，累積了三十年社會行動與教育，總算讓廢核民意成為台灣社會的穩定多數。然而，令人遺憾的是，龐大的廢核民意即便被送進國會，要求立委做成停建核四與刪除預算的決議，擁有國會過半數的執政黨團，還是可以推托、閃躲，甚至在黨紀與提名權的威脅下，依舊投票支持核四，使得代議精神蕩然無存！而行政部門，更早已成為總統和行政院長獨斷的機器，貫徹上層擁護核能的指令。
The anti-nuclear activism is a difficult but fruitful path. Out of the effort of long-term activism and educational campaigns, a nuclear power phase-out, in recent years, steadily received the majority support in various polls. Yet, the parliament ignored the popular voice, continued to increase the already skyrocketing budget for the construction of the Nuke #4, which has been recognized as technologically unsound and accident-ridden. The ruling party KMT commanded its congress members to support the plan for completing the Nuke #4 proposed by the executive branch, and the so-called “people’s representatives” willingly followed. The spirit of representative democracy is dead in Taiwan!
更讓人憤怒的是，這個政府還繼續踐踏直接民權的公投制度，利用現行制度門檻過高的缺陷，配合違反責任政治原則的反向命題，想讓所有沒能出來投票的民眾，都被歸為支持核四續建，透過這個「鳥籠公投」取得續建核四的正當性。
Even more outrageously, the pro-nuclear executive branch proposed a citizen ballot which was in direct conflict with its own stand. It further played with the loophole of the existing referendum system to make sure that people’s power to veto the Nuke #4 could not be effectively exercised. All of these would be done in the name of “direct democracy!”
我們不想再忍受了！
This is it! We are fed up!
當政治體制成為掌權者得以濫權無度的工具，我們已經忍無可忍了。原本我們以為，民主的體制可以為我們伸張正義，執行人民的意志和權力，但現在卻反倒成為掌權者獨斷獨行的工具，壓制人民最根本的生存權與選擇權。
When the ruling party abuses executive and legislative powers, when the government deprives its people of the right to live nuclear-free, when the institutional means to bring the government back to its sanity are exhausted, this is a moment of legitimacy crisis! This is also a moment to call for action!
我們才是這個國家的主人，主政者權力的來源，是人民對於國家體制的服從與合作。當掌權者只為自己的利益使用體制壓迫人民而成為獨裁，人民就只能以各種不服從與不合作的方式展開抗爭，如果人民拒絕合作的決心堅定而徹底，就會給予掌權者強大的壓力。
We, the people, are the real masters of this country; we are the foundation from which any presidents, prime ministers, ruling parties and lawmakers derive their jurisdiction. They should be our servants; once they behave as they are the maters, they turn a hard-won democracy into a dictatorship. This system works so far because we render cooperation voluntarily, but in the face of dictatorship the withdrawal of cooperation is needed. Noncooperation is our weapon to take over the reins to prevent this irrational government from bringing us all down to a disastrous abyss !
這段時間中，我們看到林義雄先生，發起了意志堅定的行動與呼籲，令人不捨，不過同時，也有越來越多人發動各式各樣「積極而有力」的施壓行動，希望能早日達成非核家園。但直到現在，我們提出的兩個訴求：停建核四、老舊電廠儘速除役，還有還權於民，下修鳥籠公投門檻，掌權者依舊忽視，繼續以政治選舉計算下的拖延、卸責說詞敷衍社會，絲毫不見反省。
Mr. Lin Yi-Hsiung, a well-respected political dissident, went on infinite hunger strike on April 22, 2014, demanding the government to end the Nuke #4 immediately. Many worried about his health condition and initiated various actions to pressure the government to respond to the “no nuke” demand. The NNAAP also demanded the government to stop the construction of the Nuke #4, phase out the existing nuclear power plants, and revise the Referendum Act. Into the fifth day of the hunger strike and social turmoil, the powers-that-be responded with ignorance, procrastination, and outright lies.
這是為什麼我們今天（要）發動這個非武力「不核作」行動：我們要告訴掌權者，「人民將會奪回自己的權力，不會再對你的威權服從！」我們也在此呼籲，在這關鍵的時刻，我們還需要更多更有力量的行動，站出來，堅定地告訴權力者：「如果你依舊不願懸崖勒馬，絕對會看見更多不核作的行動，癱瘓你緊握在手上的權力，決不會任憑掌權者予取予求。直到人民廢核與追求民主的訴求得到勝利！」
This is why today we officially initiate this “noncooperation” action. We hereby inform the powers-that-be: people will take back their rights and powers, and will not bow down to arbitrary exercise of authority. We also invite our fellow Taiwanese: at this critical moment, please come forward! Let the world know that the Taiwanese people will not let arrogant rulers do whatever they want, take whatever they want; we will put our hearts, brains, and actions to paralyze the operation of this irrational government until we earn our right to live nuclear-free.
臺灣，不要核電，人民可以決定自己的未來！我們要決定自己的未來，絕不妥協！
Taiwan doesn’t need nuclear power! The Taiwanese people can and will determine this matter for their own. No compromise of our right and our future can be made!
