Universities posted a record-high enrollment shortfall this year of 16,121 students, placement lists released on Wednesday showed, with 11 schools failing to fill more than half of spots.
According to lists released by the College Admissions Committee for next academic year, 38,953 students were placed out of the 76,112 who took the exam, vying for 53,856 spots (excluding quotas for certain demographics).
This represents a placement rate of 51.18 percent, 6.44 percentage points fewer than last year.

About 94.6 percent of students who passed the first round were placed in their top choice of program, up from the 93 percent who got their top choice last year.
However, there are still 16,121 empty spots, setting a new low for recent years and far surpassing last year’s shortfall of 10,294.
A main reason could be a downturn in the total number of students taking the exam, 5,238 fewer than last year.
In addition, 11 schools this year failed to fill more than half of available slots, up from three last year, while no schools filled every spot.
Even the top universities failed to fill their programs, with 178 spots still open at National Taiwan University, 284 at National Cheng Kung University, 180 at National Tsing Hua University and 140 at National Yang Ming Chiao Tung University.
Chinese Culture University has the highest percentage of unfilled spots of the top schools, at 908 out of 2,012 available.
