The National Police Agency’s (NPA) statistics on fraud have undermined President Ma Ying-jeou’s (馬英九) claims that his government achieved concrete progress in combating fraud, Democratic Progressive Party (DPP) Legislator Chen Chi-mai (陳其邁) said yesterday.
On April 30 last year, Ma was quoted as saying that “some people have accused this administration’s policies of not being felt by the people. In terms of [policies against fraud], the people should definitely feel it.”
In the same speech, Ma said that Beijing’s cooperation with the government’s efforts against fraud had reduced the estimated annual loss of wealth to fraud by 78 percent in 2014 compared with 2007.
However, Chen said that according to the NPA’s statistics, the number of fraud cases — especially related to telecoms fraud — increased in 2014, and that last year, it is estimated that the nation lost more than NT$1.7 billion (US$52.4 million) to fraud, almost doubling the estimated losses of NT$967 million in 2012.
Chen said that that the NPA had displayed indifference to fraud “as if it was an outsider,” at a time when the public was concerned by a lack of results from cross-strait collaborations in crime suppression and the Ministry of Justice’s “leniency” in releasing suspects on bail.
In March, the NPA published a paper on the correlation between a person’s Chinese zodiac sign and the probability of them becoming a victim of fraud, Chen said, adding that the paper was allegedly written with the advice of Chinese “zodiac-sign experts” and based on statistics from more than 27,000 victims of financial fraud last year.
“Is this so-called statistical data of any use to the public, even to raise awareness?” he asked.
The NPA’s data showed that most fraud victims are young people, contradicting the perception that the elderly are most commonly affected, Chen said.
