The nation’s efforts to promote a transition to net zero carbon emissions would stimulate more than NT$4 trillion (US$126.3 billion) in private investment by 2030, President Tsai Ing-wen (蔡英文) of the Taiwan Carbon Solution Exchange.
It would also generate a production value of NT$5.9 trillion and create 551,000 jobs by 2030, Tsai said.
Jointly founded by the Taiwan Stock Exchange (TWSE) and the Executive Yuan’s National Development Fund, it has capital of NT$1.5 billion. Headquartered at the Kaohsiung Software Technology Park, its information center is in Taipei.
Achieving net zero carbon emissions by 2050 is a common goal shared by countries around the world, including Taiwan, Tsai said, citing the EU’s Carbon Border Adjustment Mechanism, which is to be implemented in October, and the RE100, an initiative bringing together influential businesses devoted to using 100 percent renewable energy.
“Carbon reduction is not merely a moral initiative, but also a trade issue and supply chain requirement that Taiwan must face in order to stand out amid the fierce international competition,” she said.
The US, the UK, Japan and Singapore have established carbon exchanges to promote carbon credit trading, she said.
Launching the carbon exchange can help Taiwan keep up with the international trend and facilitate cooperation with other countries, she said.
Kaohsiung’s traditional steel and shipbuilding industries are indispensable in the offshore wind power supply chain, and will continue to flourish as the nation pushes toward net zero emissions, she said.
With the help of the Ministry of Economic Affairs, large-scale industries in Kaohsiung would lead Taiwan’s manufacturing industry into an era of carbon neutrality and promote industrial transformation, she said.
The National Development Council in March last year presented a road map for Taiwan to achieve net zero emissions, she said.
Enforcement rules of the Climate Change Adaptation Act (氣候變遷因應法) are to be promulgated to complete the mechanisms of carbon pricing and carbon trading, she said.
Taiwan Carbon Solution Exchange Chairman Sherman Lin (林修銘) said that carbon pricing has become a management tool widely adopted internationally in the pursuit of net zero emissions.
The exchange is to handle domestic carbon trading, including trading voluntarily reduced quota and offsetting high carbon emissions, and cross-border carbon trading, he said.
It is also to provide carbon consultancy, education and training to businesses, as well as participate in international events to share Taiwan’s efforts in reducing carbon emissions, he said.
