Two Chinese suspected to have illegally entered Taiwan are being held incommunicado, the Coast Guard Administration （CGA） said yesterday, after a rubber boat was found north of the Port of Taipei last month.
An angler late last month discovered a rubber boat on a beach in New Taipei City’s Bali District （八里）, a member of the public wrote on Threads on Monday.
The next day, the angler investigated the boat and discovered that it contained Chinese-made metal oil drums, toilet paper packaging with simplified Chinese characters, an empty soda bottle sold in China and three life jackets, the post said.
The fisher reported the boat to the authorities, while critics asked why the CGA had not detected it.
The CGA said it dispatched personnel to investigate, while authorities reviewed coastal and maritime surveillance footage.
A court ordered that the two suspects be detained incommunicado and the case has been referred to the Shilin District Prosecutors’ Office.
Since last year, there have been 29 cases of illegal entry into Taiwan involving 71 people, the CGA said.
Sixty-one people in 22 cases were apprehended at the scene, giving the CGA an 85.9 percent apprehension rate, it said.
The CGA said that it has not yet sufficiently upgraded its technological equipment or integrated artificial intelligence systems to identify small targets.
Despite maximizing its workforce and radar sensitivity, it has still been unable to achieve the goal of zero unauthorized entries going undetected, it added.
A CGA task force investigation found that personnel on duty had conducted patrols along the shoreline after the boat came ashore, but overlooked some secluded areas, it said.
The personnel would be held accountable, CGA Director-General Chang Chung-lung （張忠龍） said.
