The Taichung City Government on Thursday issued an apology after an official consumer protection poster generated by artificial intelligence （AI） was found to have the emblem of the People's Republic of China （PRC） being used to represent the "central authority."
A netizen uploaded a photo yesterday of a notice posted by the Taichung Housing Development Department's Civil Service Ethics Office in an elevator in a social housing complex after people noticed that it featured the national emblem of the PRC.
The uploader, “hiko.hane,” said that the images on the poster had been generated using Google's Gemini AI tool.
On social media platform Threads, users questioned how the poster could have passed internal review from the local government.
One user pointed out other errors as the poster also appeared to feature a logo for the "consumer protection office" that closely resembles that of the China Consumers Association.
The poster further cites Chapter 7 Article 64 of the Consumer Protection Act （消費者保護法）, user "myeverydayhihi" said.
Article 64 is an implementation clause and does not contain any consumer rights or obligations.
The Taichung City Government confirmed that an employee had used AI to generate the poster and an internal review process had failed to catch the errors.
It said that all materials were removed once the error was reported and pledged to strengthen review procedures.
The notice had been posted at four social housing complexes yesterday and was uploaded to the Web sites of two housing complexes, it said.
Democratic Progressive Party Taichung City Councilor Chou Yung-hung （周永鴻） said today that the error exposed failures in administrative oversight and called on the local government to inspect other social housing complexes and public facilities for similar materials.
It should further disclose how AI-generated content is reviewed, approved and authorized for publication, he said.
The original post had generated more than 100,000 views as of today.
