Groups of anti-social youths who get drunk, play truant or commit vandalism should not be routinely described as gangs, a government agency said in a report.
喝酒、逃學或塗鴉的反社會性格年輕人糾眾結黨,不應被固定形容為幫派,政府某機構在報告中說。
The Youth Justice Board said the "indiscriminate" use of the term could encourage young people to join gangs and commit more serious crimes.
「青年司法理事會」說,「不分青紅皂白」的使用此一辭彙,可能會鼓勵年輕人加入幫派,犯下更嚴重的罪行。
There is a clear difference between youths who hang around together, sometimes committing low-level crimes, and genuine criminal gangs, it said.
集體廝混、偶爾犯下小奸小惡的年輕人,與真正的黑道幫派,兩者之間有明確的差別,報告說。
"Mislabelling of youth groups as gangs runs the risk of glamorising them and may even encourage young people to become involved in more serious criminal behaviour."

Gangs tend to have older members, use more violence and are often involved in the drugs trade.
幫派往往成員年紀較大,使用更暴力的手段,而且時常涉入毒品交易。
Although young people are sometimes attracted by the gang’s power, they are unlikely to be recruited for anything more than menial tasks, the report added.
年輕人雖然有時會被幫派的權力所吸引,但他們不太可能會被招募從事重要的任務,報告補充說。
