    The Bureau of Standards, Metrology and Inspection announced a voluntary recall of five models of power banks from five brands, while two other brands initiated preventive recalls for two models.

    The five models are the A1247 from Anker, Gravity CS5/CS10 from Adam Elements, PBLG2W from Lenovo, UE10013CQ from Energizer and MP-10050 from Mypower, the bureau said.

    The five manufacturers notified the bureau that they had initiated the voluntary recalls to raise consumer awareness in accordance with Article 10 of the Consumer Protection Act (消費者保護法).

    The bureau has published details of the recalled brands and models on its product safety information Web site.

    Meanwhile, Xiaomi Corp (小米) and Moztech (墨子科技) had earlier initiated precautionary recalls of certain models.

    Recalls only apply to specific models and year of manufacture, but not the entire brand lines, the authorities said.

    Moztech voluntarily recalled one of its power bank models after an explosion two years ago.

    Multiple fire incidents involving Moztech’s power banks were reported after the recall, with one of the latest incidents involving a power bank with a serial number that indicated it “was not supposed to explode,” as described by the victim.

    Moztech had resubmitted its power banks for testing and has passed the bureau’s power bank regulations, it said in response to renewed safety concerns.

    Power banks in Taiwan are classified as products requiring mandatory inspection, a bureau official said.

    Power banks must complete inspection procedures before being marketed or sold, the official said.

    While most new power bank models comply with regulations, the bureau is aware of recent safety concerns and has increased random inspections, the official said.

    The bureau is to discuss whether regulations need to be updated, they added.

    Personal usage habits and product age can affect safety, the official said, adding that a bump could cause an internal short circuit, leading to a fire risk.

    Consumers should pay attention to product labeling and safe usage instructions, apart from price and capacity, the bureau said.

    They should check if the name of the manufacturer, address and model number are clearly labeled on the package and confirm that there is a product safety mark on products that are made or imported after May 1, 2014, it said.

    Consumers should not repair their power banks on their own in case of malfunction, it said, adding that they should be sent back to the manufacturer’s repair center.

    Consumers are encouraged to buy new power banks since battery capacity degrades over time, it said.

    They should also be aware of the product’s rated capacity, and avoid buying cheap and small power banks that claim to have huge capacity, it said.

    Power banks should be stored in a dry place away from direct sunlight to avoid damaging internal circuits, it said.

    Consumers are also advised not to place power banks near flammable materials or metal objects to reduce the risk of accidents, it said.
